András Semjén received his MA in 1976 at the Karl Marx University of Economics, where he studied economic planning and mathematical economics. He also got a dr. oec. degree there in 1979 with a dissertation on macroeconomic planning models. He got his CSc. degree (equal of PhD) in 1997 with his thesis on “The role of the state in the provision and financing of public education”.

He started working as a researcher at the Institute of Economic Planning of the National Planning Office after graduation, where (or later, when NPO ceased to exist, at the research institute of the Ministry of Finance) his research topics included macroeconomic models, social policy, education and labour market research, and economic planning in welfare states. He also worked as a part-time researcher at the Education Research Institute for a few years. From the end of the 1980s to 2017 he also taught in various Hungarian higher education institutions (Eötvös Loránd University, Széchenyi István College for Advanced Studies, King Sigismund College, Budapest College of Management, University of Veterinary Medicine). His courses included public sector economics, economic aspects of social policy and economics of education. As a recipient of various research grants he spent several months as a guest researcher at various universities in Oslo, Helsinki, London (LSE), Urawa/Saitama City, and also worked a few months at the OECD (Paris) as a consultant.He has been doing research at the Institute of Economics since 1992, his research topics include taxation, tax compliance, hidden economy, higher education finance, student loan systems, public education finance and administration. In 1996 he became a Senior Research Fellow of the Institute, where he is now a member of the Education Economics and Labour Market Unit.
